An additional set of prefixes can be added for use with Tatsumaki.

Notifications can be toggled on/off on a per-channel basis by using the
t@notify command to open up the Notifications Configuration Menu.
Set the server timezone for commands and notifications with timestamps.
t@timezone and then enter the timezone you would like for your server in a valid TZ timezone format.
